Three canonical outputs
The deterministic kernel emits one of three states. Always.
No probabilities, no rankings, no scores. Three states, exhaustively defined, always reconstructible from the audit chain.
ALLOW
All preconditions satisfied. The action is permitted to proceed under the policy that produced the decision. The decision and its inputs are written to the forensic chain.
DEFER
The system declines to authorize without human input. DEFER is not a block — it is a pause state awaiting authorization by an identified human within their scope of authority.
SYSTEM_UNVERIFIED
A precondition for verification cannot be evaluated (missing input, broken sensor, untrusted source). The system refuses to guess. Human authority resolves the gap before any action proceeds.
