Why it matters

Three canonical outputs

The kernel emits one of three states. Always.

No probabilities, no rankings, no scores. Three states, exhaustively defined, always reconstructible from the audit chain. And never a blind wall: when the kernel cannot say ALLOW, it states what is missing and what is required to get there.

ALLOW

All preconditions satisfied. The action proceeds under the policy that produced the decision. Decision and inputs are written to the forensic chain.

DEFER

The system declines to authorize without human input. Not a block — a pause state that names the human authority required, the decision they must take, and the evidence already on file. Resolve it, and the path to ALLOW is explicit.

SYSTEM_UNVERIFIED

A precondition cannot be evaluated — missing input, broken sensor, untrusted source. The system refuses to guess — and says exactly what is missing: which input, which source, which verification would make the decision evaluable. Not a dead end; a recovery path.
